NFPA 110 and 2 hour rated rooms

Yesterday, I learned that Massachusetts has eliminate it's requirement to provide 2 hour rooms for emergency equipment. A colleague of mine responded to this by saying it doesn't matter 110 still requires it.

I don't agree with this. 110 requires separation for the EES system in accordance with Annex B, but I don't believe that this includes down stream panelboards throughout the facility. I suppose one could interpret the requirement as such given that the panelboards down stream of the ATS's are in fact part of the EES system.

What do you think?
