NFPA 13D fire dept. connection

When a dwelling uses NFPA 13D for the installation guidelines, does it require a fire department connection if the water supply requirements consider fire and domestic fire flow. I do not have 2010 standard available. No current local ordinance addressing the installation requirements. Any comments appreciated.
 
NFPA 13D does not require a fire department connection (FDC). However, if an FDC is provided, the system must pass a hydrostatic pressure test per NFPA 13.
