Does anyone know if actual light fixture needs to be installed above or below roof? It would seem light above roof at roof hatch would be more helpful to find/navigate hatch at night. Especially if roof hatch is closed after person gets on roof. (Should be standard operating procedure, especially if no fall protection is provided around opening.)

I believe it is assumed that the light will be on the roof so you can safely make it back to the access in the dark at night without falling through which is why the switch is to be located inside. The interior is typically lit anyway. Here is the section of NFPA 54 for fuel gas.

9.4.3.4
Permanent lighting shall be provided at the roof access. The switch for such lighting shall be located inside the building near the access means leading to the roof.

Yes, vague indeed. I thought light should be on roof for same reasons as well. My engineers are saying below the roof. Hence the question.

NFPA 54 not listed as a reference standard in the IBC. Why do you need to use it?
This is a requirement in the California Mechanical Code:

304.3.2 Permanent Lighting
Permanent lighting shall be provided at the roof access. The switch for such lighting shall be located inside the building near the access means leading to the roof. [NFPA 54:9.4.3.4]
 
Thanks for pointing that out, damstein - I didn't realize that requirement was there. I don't think I've ever seen an EE show a light either above OR below the roof at the roof hatch.
