NFPA 820 wastewater treatment plant

Our PW department is upgrading the equipment in the existing building that presses out all the liquid from the treated product before it is shipped to the various vendor's for their use in their potting soils.
NFPA 820 requires a FAS however it is not referenced in the I-Codes, and I am not familiar with it or when it would apply,
1. new construction only,
2. equipment change out or
3. retroactive.
No work is being done to the building, there is a gas detection system within the building and no current FAS.

I do not have access to NFPA 820 so any input is greatly appreciated. Below are all the consultants sent.
