No drainage tile or pipe with a PWF (Preserved Wood Foundation) ⁉️

We're going to need more to go on than that.

I don't have a copy of the Alberta Building Code, but there is nothing exempting a wood foundation from the drainage section of the code in the NBC.

Are you asking why someone might not install a foundation drainage system with a wood foundation?
 
BC code requires foundation drainage "unless it can be shown to be unnecessary" ....

And there are 2 ways to achieve this- drainage pipes, or a granular layer.

For discussion: our office generally exempts drainage for situations where the space on both sides of a frost wall is infilled.
