No footing under brick steps.

I would guess it to be 1960s based on the hardwood floors and railing type--that was common look here then.

I inspected and wrote a lot of CDBG housing rehab work before the lead requirements made local admin throw up hands and give up.

I looked at rehab this way: better to put govt dollars into something grassroots and tangible like fixing people's houses than throwing it down the hole of some foreign adventure trying to bribe enough foreign locals to support "interests".
