This has been a growing trend especially with subrogation hearings. I won't go into some known historic details, not wanting to offend other professionals but it is and has been food for thought for many inspectors and investigators while trying to get customers or clients to understand the importance of maintenance. One of the examples I used in the BS of C series as exampled was described to me as......... well we got by since 2005 without having to upgrade and my reply was, yes you did but the costs of this project were far less in 2005 also and if you had suffered a catastrophic loss during this time my testimony would have reflected the lack of responsibility the owner had/has in accordance with......... to maintain the systems in place regardless of a jurisdictional ability to inspect for deficiencies.
 
Interesting good example of always check the sprinkler control valves to make sure they are open when conducting an inspection! 35% of all sprinkler system failures are due to closed valves as per NFPA.
 
I am being restricted in fire inspection along these lines. When the crap hits the fan my memos and reports will be front and center. It seems I fined too many things not up to code.
