non accessible aparment-does it need to be adaptable?

I am working on a multiple dwelling apartment building. The unit is accessible by elevator however the apartment itself, has two steps immediately after the entry door. In other words, the unit itself is not accessible once inside.

Do i sill need to make the bathrooms inside the unit, and kitchen adaptable?
