Number of Exits in an Enclosed Outdoor area

I am working on a large fitness center with two distinct outdoor fenced areas with egress gates and panic hardware. The outdoor areas: #1 a pool deck (2,321 occupants + 282 occupants from the building = 2,603occupants) 4 exits required per 1006.3.2 and #2 pickleball courts & an enclosed kid's play area (266 occupants + 193 occupants from the building = 459 occupants) 2 exits required per 1006.3.2 Due to site configuration, we are challenged with providing the required number of exits not the sizing or arrangement. (3 out of 4 required for pool deck and one rather than 2 from the Pickleball courts. Does the exception to 1004.7 "Outdoor areas used exclusively for service of the building need only have one means of egress" apply? or would 1028.5 Access to a Public way safe dispersal area apply? 2018 IBC
 
1004.7 exception 1 wouldn't apply. This would be for, say, building equipment enclosures. If the space isn't used for maintenance or the public has access to the space, that exception doesn't apply.

1028.5 applies regardless. This wouldn't reduce the number of required exits though.
 
I agree that that exception doesn't apply. That said, I can't understand how two pickleball courts can have an occupant load of 266 people, unless the play area has a boatload of kids.

Are we to assume that both of these enclosed outdoor areas serves as exit discharge from the building?
