NYC Penthouse Floor Area

I have a penthouse condo project in NYC, and I have the following questions:

Both levels are connected by a stair.

The existing upper level now only has a 4' deep platform. Is it possible to extend the floor from wall to wall?

If so, what do I need to check to make sure this would not go over the max. floor area?

Look for the original filing dwgs from DOB and find out if there is any additional available floor area?
 
NYC has its own code, so you will need to find somebody familiar with their building code. I can't speak for floor area, but more than likely the fire sprinkler will need modification.
