Occupancy Classification for Basement M/E/P Spaces

We have an existing 3-story building with a full 6000 SF basement below. The first floor is going to be a bar/lounge (A-2) and the upper floors are R-1 hotel rooms. We are having trouble determining the appropriate Use Group to classify these basement spaces that will have mechanical, electrical, plumbing, sprinkler and possibly some storage. The issue is separation requirements between the floors.
 
Unless the entire space is used up by those mechanical systems etc (doubtful at 6000 sq ft) it would be classified as something it resembles out of the possible occupancy classifcations. I'm going with S-1 and required separation per 508.4
