Occupancy for combustible liquid IIIB that exceeds the q'ty for a control room room

2015 IBC table shows 'Group when the maximum allowable quantity is exceeded' for combustible liquid IIIB is 'NA'. What is the occupancy of the space that has combustible liquid IIIB more than the allowable quantity per table 307.1 (1)?

What year edition of IBC?
 
My understanding is this table is used to reclassify an occupancy from F to H when allowable quantities are exceeded. If the table says NA then I think the change is not required. See table 414.2.5(2), class IIIB is listed as unlimited for sprinklered buildings, and 13,2000 for nonsprinklered. I assume then that if you exceed 13,200 then you're required to sprinkler the building rather than reclassify the occupancy.

Sprinklers would be an option, if over, to avoid an “H”
