Occupant Evacuation Elevators

From another post, a common calculation was presented:

This equation gets even more complicated when elevators may be used for occupant self-evacuation during a fire, such as provided for in 2009 IBC Section 3008.

Are the prescribed provisions a good solution or a recipe for disaster?

I read that section too and though....after all of these years of telling occupants to stay away from elevators during a fire, we're going to say it's okay now?

There has got to be some changes to elevators and the way they are installed......I would think!!!!

ASME 17 still requires recall... if you get into the elevator, you'll go as far as the recall floor only..

Where the standard is subject to interpretation, some elevator inspectors may limit the recall of elevators to occur only upon actuation of a lobby smoke detector. Therefore, there are likely elevators today that would continue to operate automatically during an active fire alarm, provided smoke has not reached an elevator lobby detector and the fire department has not taken manual control.
