Honest mistake? Or does someone not want to put in sprinklers and voice evacuation fire alarm? (Required at 300 in CT)

for a corrected Occ. Load?

More than many restaurant totals
 
Plans just came over the counter....Just wondering why they are showing 2 different numbers with the under 300 being big and bold.....

Gross area over 5,000 sq ft
Upon closer inspection, it will be sprinklered.... (we have the 5000 Ftsq also)...which they have proposed....just not sure why they have 2 different occ loads within 3" on the plans....not time for review yet, messed up application and statement of special inspections, boss is sending it back....along with the $22K check...
