In many rural areas and even more suburban these days, there is a history of letting the fire departments do what they want because many are volunteer so they do the work themselves, often un-permitted or inspected. Last year I did an inspection for the Pennsylvania Bureau of Mines after they were tasked with mitigating a water problem in the crawlspace of the local fire department caused by an old mineshaft bore hole. Before and after the work was performed I had to videotape my entire inspection from top to bottom and was surprised by the poor quality of construction.
The fire company wanted to cash in to fix the floor in their community/ballroom area which had sunk along the back wall and of course they blamed it on the mine water run off for causing a subsidence. In reality upon inspection of the horribly muddy, low crawlspace my report clearly showed that there was no subsidence and all of the movement of the floor was caused by poor construction. With a written report, photographs and video to back it up, they were denies any assistance and let's just say they were not happy with me whatsoever.
This is not a hijacked thread, it is simply shedding some light on the potential cause or shall I say probable cause.
