Old Electric Car Station

Came upon this at a City parking lot. We have homemade electric cars that have an electrical cord to charge them and the City Council wanted something for them to use. To me this does not seem safe considering we have a lot of homeless always sleeping in this area. Anyone can open the panel and stick whatever they want into the outlet. There is no safety feature at all on the panel. This is nothing like the new electrical station I am approving at this time. I want them to remove this old station, but I am getting negative feedback. What is your opinion on this setup?

Who pays the electric bill?

The way this set up is anyone with access to the panel could do as they please. A couple of donated electric blankets and several people could be quite comfortable.
