One-way & two-way voice communication system

There are two types of voice communication systems in OBC, one-way and two-way. Putting aside the cost and where two-way voice communication is required by the code, is the two-way voice communication system always superior to one-way system? Would the code allow using two-way system where only one-way system is required?

There is nothing requiring one-way communications in the national code. I would say that this is an added life safety element, so two-way communication would likely be acceptable as well, but would need to be approved by the AHJ.
 
Just to correct my earlier post, there are similar provisions for one way communication in the national code. They are just located in a slightly different place than the OBC.
