Open Parking Garage - Shaft Rating Requirements

I'm working on code review for an IBC 2015 S-2 Open garage (freestanding / not attached to any other occupancy type).

Short question: Is the elevator shaft for the garage required to be rated?

Seems strange to rate a shaft (even if it is functionally rated due to its construction type) that is completely surrounded by the outside world. Practically we're wondering if they have to caulk the joints between precast panels and penetrations in the shaft.

IBC 2015 406.5 doesn't give much help. Only in 406.5.9 saying "Enclosure shall not be required for vertical openings except as specified in 406.5.7" (406.5.7 is a means of egress reference, not applicable here). I don't know if you can interpret that as a blanket comment on shaft requirements or not, but I suspect not.

ASME says "where fire-resistive construction is required..."

Is it as simple as following the 707 requirements which would seem to make you rate a shaft regardless of it's location?

Section 406.5.9 does apply. You start in Section 712 and go to Section 712.1.10 for parking garages. Section 712.1.10.2 specifically addresses elevators. which points to Section 406.5. So, if you have a garage complying with Section 406.5 (which includes Section 406.5.9), then elevators are not required to be enclosed.
