Opening into commercial kitchen requires a step down

Due to a complaint, I performed an inspection in an existing restaurant. The new tenant had cut an opening into the kitchen which required a step down from the hallway. Besides the obvious, it is not accessible I seem to remember that a previous code noted that you could not have a single step in a path of travel. It would have to be ramped. I cannot find this section in the new code. The reason I remember it so well was due to a law suit over a single step in a restaurant.
 
Just after I posted I found the section, CBC Section 1003.5. So now my question is, does this second exit from the kitchen need to be accessible? My gut feeling is "Yes", based on Section 11B.201.1. Even though the main exit from the kitchen is accessible, all new alterations must be accessible as well.
 
Only one exit is required from the kitchen. They added the second exit for convenience.
 
1007.1 Accessible means of egress required.

Accessible means of egress shall comply with this section. Accessible spaces shall be provided with not less than one accessible means of egress. Where more than one means of egress are required by Section 1015.1 or 1021.1 from any accessible space, each accessible portion of the space shall be served by not less than two accessible means of egress.

Exceptions:

1. Accessible means of egress are not required in alterations to existing buildings.
