Outside deck levels access???

I have a school (lower grades) that would like to put a multi-level deck outside the Media Center. The deck will have terraced levels with all levels having bench seating along the perimeter.

Will ADA access be required to more than the main level?

The main level is accessible from the building's interior via an exterior door. However, beyond that exterior door the existing sidewalk does not have an accessible route to the public way. The accessible route from the proposed outside deck would be back into the building. The building does have the required accessible entrances and exits. Some of the non-accessible Exit doors have outside steps in the exit discharge path.
