PA302.4 Walls between conditioned and unconditioned spaces. Walls between conditioned and

unconditioned spaces may be insulated to R-13. This includes walls between conditioned space and

garages, and walls and ceilings of stairwells leading to unconditioned basements.

How are you applying this to a jobsite as described and depicted below? Would you allow 2" by 4" kneewall with R-13 or require R-20 and appropriate depth lumber?

Example;

2nd floor master closet and bathroom built over a garage with a peak roof. The kneewall portion of the closet and bathroom walls are 2" by 4" lumber with compliant cathedral ceiling depth.

See link for visual example not the actual job

Looks like R-13 is ok. Just make sure everything else is done to the PA Alt. is done like no elec. baseboards allowed.
