parallel neutrals required?

Greetings,

400 amp service riser in 1 pipe. 2 3/0 per hot leg. that's ok. Is the neutral required to be parallel as well? As long as the neutral is large enough to handle the maximum unbalanced load it should be ok right? Also, one 200 amp panel is strictly for 3 phase loads, the other 200 panel for the rregular stuff all single phase. In other words, the single neutral is large enough for the maximum unbalanced load.
