Park Restroom Exterior wall insulation in NC

Hi all, newbie here. I am working on the design of a park restroom (without any inbuilt heating system; we plan to have space heaters) in North Carolina. The building envelope is a steel structure with CFMS non load bearing stud walls. I have proposed acoustical batt insulation for internal partition walls. I would like to know if insulating the exterior walls & roof is necessary, and if yes, what could be the preferred insulation type? P.S. client is looking for a cost effective option. Thanks in advance.

Per G.S. 143-138 (b18), no energy conservation code provisions shall apply to any structure for which the primary occupancy classification is Group F, S, or U pursuant to Chapter 3 of the 2018 North Carolina Building Code. This exclusion shall apply to the entire building area.
