For those NOT in Onterrible... (But still in Canada.)

One of my co-workers just had a "plan" created by a dude who hangs a shingle out as a house designer. Basically, this dude can operate some kinda autocad program, and that's about it.

Said to my co-worker that it's not his job to provide us with the points required under tier one of the 9.36 energy requirements.

I figure, he's the freaking designer. It's his job to do that....

Thoughts?

(Not Ontario because they are smart and require part 9 designers to be trained/certified.)
