Penalty for Installing Electrified Hardware Without a Permit/License

When an access control integrator / low-voltage electrician is installing electrified door hardware to interface with an access control system, the IBC and most local codes require a permit, and also a low-voltage license. I'm curious what the penalty is for installing this hardware without a permit or license. I'm also wondering a code official would typically verify whether a permit was issued when he/she sees this hardware installed.
 
In our ahj, they are permitted through the fire marshal.

If caught installed or installing we can charge them double the permit fee. That is based in cost of job, so may not be much.

As far as finding them, we do an annual inspection and hopefully we remember year to year what was there and what was not there.

Yes we can check the file for an issued permit.

We do not require the company to be registered with the city, so through the city no low voltage licensed required
 
In my state the penalty would be $500 to $2000. It can be abated, in the town I am in now if they respond quickly and this is thier first offense they are generally charged twice the permit fee.
 
2 times the permit fee here too. Generally I will only charge them the regular permit fee if they respond quickly when I discover it and it is their first offense.
 
I imagine the FM could put them in jail if it did not comply with code for egress or creating an unsafe condition (or abate in 4hrs or clear the building).....I know one of ours has had people arrested for playing with smokes.....we would stop work at $100 to remove and double the fee......
