Penetration Firestopping in open parking garages.

Code allows me to have unprotected vertical openings.
Code allows me to have unprotected joints (715).

Code does not allow me to have a pipe penetration (that is right next to a unprotected opening) unless I provide penetration firestopping. (714)

Am I reading the code right? Logically it doesn't make sense.

Perhaps it is a vertical opening that just so happens to have a pipe in it?
