Permanent screens on 1st floor dorm windows?

I was asked by a residence director at our local university if there would be a code violation with permanently affixing the screens of the ist floor dormitory windows to keep the students from removing them and using the windows as their exit/entrance instead of the door to the hallway. My first thought is no code violation and if they absolutely had to get out through the window the screen isn't going to stop them. Anyone else have a thought? Thanks
 
1029.4 Operational constraints.

Emergency escape and rescue openings shall be operational from the inside of the room without the use of keys or tools. Bars, grilles, grates or similar devices are permitted to be placed over emergency escape and rescue openings provided the minimum net clear opening size complies with Section 1029.2 and such devices shall be releasable or removable from the inside without the use of a key, tool or force greater than that which is required for normal operation of the escape and rescue opening. Where such bars, grilles, grates or similar devices are installed in existing buildings, smoke alarms shall be installed in accordance with Section 907.2.11 regardless of the valuation of the alteration .

I do not think you would have an issue if the screens since most are installed in the frame with a press fit
 
Are the dorms sprinklered? When were they built?

In some code editions sprinklered Rs did not require escape windows.
 
The dorms are sprinklered and were built in the 60's. I told her to go ahead and do it. In an emergency someone wouldn't be messing around with trying to undo the screen properly anyways. Someone is going to just bust it out of the way.

NFPA 25, 2011 Ed

5.3.1.1* Where required by this section, sample sprinklers shall be submitted to a recognized testing laboratory acceptable to the authority having jurisdiction for field service testing.

5.3.1.1.1 Where sprinklers have been in service for 50 years, they shall be replaced or representative samples from one or more sample areas shall be tested.

I should have added that the buildings were remodeled and retrofitted with sprinklers about 5 years ago. Major asbestos abatement as well. Thanks though
