Permit for New Window and Door

I have a resident that wants to add a new window (not replacing existing) and a new door (not replacement) to their detached garage. They wanted to know if they would need a permit. If so, they wanted to know where in the code it states that a permit is required. We are currently under the 2015 International Building Codes. This is the first time someone has reached out asking for something like this. I am having trouble locating the specific code.
 
Is the accessory structure listed in section 105.2 as exempt?

Are windows listed in section 105.2 as exempt?

Are windows listed in section 308?
 
Not as simple as you think, things to ask:

3/0 door or roll-up garage door? Garage door portal framing? Any headers required? How may cripples (trimmer's)

Window and door opening's, how close to the property line?

How close is the detached garage to the main house? Any type-X drywall installed? Will the door need to be fire rated?

If walk-out door, will the door open 90° or will it bang into the garage door track?

Any flashing over window or door?

Are you going to require a light at the door on the exterior?

See IRC, Sec R105.2 Work exempt from permit: One story accessory structure with a floor area not to exceed 200SF *Unless the AHJ has other adopted exemptions.
