Is there a limitation on how long one can be cited for not pulling a permit for a shed? I have heard everything from 3years to 7 years for all outdoor work in NJ
 
Whatever level of support you have to address it, and the stomach to go through it. If it looks like it has been there for over 6 months, I usually turn a blind eye.
 
Depending on the size and or local codes a shed maybe exempt from a permit
Past codes limited the size to 120 sq ft

2018 IRC
R105.2 Work exempt from permit.
Exemption from permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws or ordinances of this jurisdiction. Permits shall not be required for the following:

Building:

1. One-story detached accessory structures, provided that the floor area does not exceed 200 square feet (18.58 m2).
 
If it is not exempt from permit it will never be exempt from permit...as in forever.
