Code Violations - 2006 IRC:

P2603.2.1 Protection against physical damage.

"Protective shield plates shall cover the area of the pipe where the member is notched or bored and shall extend a minimum of 2 inches above the sole plates"

P2603.4 Breakage and corrosion.

"Piping through concrete --floors shall be protected ---by protective sheathing or wrapping or other means that will withstand any reaction from lime and acid of concrete or other corrosive material. Sheathing or wrapping shall allow for expansion and contraction of piping to prevent any rubbing action."

Steel pipe protector needs to extend 2" above the bottom plate like Uncle Bob noted. Did they allow for pex pipe expansion in the wall cavity?
