Plan check required for "stagecraft"?

1. Which of the following scenarios would trigger a plan check and building permit:

a. A touring musical company temporarily hangs a lighting truss from the roof beams of a multipurpose room for a few shows. There is no record drawings or calcs of the original structure to demonstrate that the beams have structural capacity for the lighting truss.
b. Same building, only this time it is the owner that is installing the truss, and they intend it to be permanent.


2. For CBC 11B-202.4 purposes (the "20% rule"):
a. Is the truss and the lights part of a construction valuation, or is it excluded because it is "equipment not considered to be a part of the building or area?
b. Is the lighting control console considered a "switch" that must be made accessible? (CBC 11B-202.4 exc. 7)
c. Are power receptacles for the truss lighting required to be accessible? (CBC 11B-202.4 exc. 7)

#1 for me all scenarios would trigger a plan check and building permit, it is not exempt per CBC 105.2 Work Exempt From Permit, Repairs and maintenance

#1 a&b I would have a structural engineer or Architect do capacity calc's for the lighting truss on the existing beams.

#2 CBC 11B-202.4 exemption #7 does not exempt switches and receptacles, so it would need to comply to 11B-202.4
