Journeyman status is conferred by the unions, is this a union exam?

Dade county Fl licenses journeyman in various trades and requires a ratio of journeyman to helpers be present on the job. An inspector may request to see a journeyman's license at any time he observes him doing work. Back in the mid seventies we had to pass the Dade county journeyman's test in order to "turn out" as a journeyman sheet-metal worker Wow that was 42 years ago.
