PM - Should the homeowner hire a plumber?

RCNYS "Plumbing" - P3201.2 Trap seals and trap seal protection. Traps shall have a liquid seal not less than 2 inches (51 mm) and not more than 4 inches (102 mm).

Does that mean four inches vertical or horizontal?

it says liquid seal, so the part holding water can not be over 4"s vertical or horizontal either way...and can't be less than 2"s either way.

And where is the vent pipe?
