Is there a code that sets the minimum standards for the pool beam? Or is this something that an engineer creates?

I woulkd say it would be the RDP. Don't recollect seeing that in a code, so engineering required. JMHO

The pool beam or the bond beam is the top of the wall on a concrete pool. It can vary in thickness depending on its application.
A structural engineer versed in swimming pools will design the pool based on the size and configuration. Also, the placement on the property will have an impact on the design especially if topography varies or other conditions such as a high-water table.
The engineer will have a call out for concrete thickness, rebar schedule and placement on the floor and walls. The same for steps and any benches within the structure.
