Printing process in Tin Can Factory

I'm working on Tin Can Factory which is F2 Occupancy Classification [Metal products (fabrication and assembly)], one of production processing is printing on the cans; my question is should I separate the printing process equipment from the rest of production area & consider it as F1 classification (Printing or publishing) or it can be considered as part of can fabrication processing?
 
I am thinking part of the process

No use of flammable/ combustible liquids anymore???

Or very limited quantity ?
 
I would not call printing on metal as a F1 classification (Printing or publishing) but part of the fabrication of the cans (F2)
What is the reason that you want to separate the printing operation and call it F1?

I was thinking because it is mentioned between brackets (fabrication and assembly) only for Metal products, so the printing will fall under F1.
