Privacy for a Bathing room

The building codes currently state privacy is to be afforded to urinals and toilets.
I have a gang bath (Assembly Use) for each, male & female. And each gang bath has one shower.
The question is, where is the "privacy" requirement for bathing?
Is it a stretch to classify this, since it is the only bathing room(s), as a family bathing facility? And require a locking door, which you cannot have on a gang bath?
Why is it that no one can see you at a urinal or toilet but everyone can what you shower?

The only place i know of, outside CA, that requires Privacy is
2010 ADASAD 213.2.1 Unisex (Single-Use or Family) Toilet and Unisex Bathing Rooms. Unisex toilet rooms shall contain not more than one lavatory, and two water closets without urinals or one water closet and one urinal. Unisex bathing rooms shall contain one shower or one shower and one bathtub, one lavatory, and one water closet. Doors to unisex toilet rooms and unisex bathing rooms shall have privacy latches.


That section is Codified in CA 11B-213.2.1
 
The only place i know of, outside CA, that requires Privacy is

Unisex bathing rooms shall contain one shower or one shower and one bathtub, one lavatory, and one water closet. Doors to unisex toilet rooms and unisex bathing rooms shall have privacy latches.

This is out of the 2018 IBC (non-amended).

[P] 1209.3 Privacy
Privacy at water closets and urinals shall be provided in accordance with Sections 1209.3.1 and 1209.3.2.
[P] 1209.3.1 Water Closet Compartment
Each water closet utilized by the public or employees shall occupy a separate compartment with walls or partitions and a door enclosing the fixtures to ensure privacy.
Exceptions:
  1. Water closet compartments shall not be required in a single-occupant toilet room with a lockable door.
  2. Toilet rooms located in child day care facilities and containing two or more water closets shall be permitted to have one water closet without an enclosing compartment.
  3. This provision is not applicable to toilet areas located within Group I-3 occupancy housing areas.
[P] 1209.3.2 Urinal Partitions
Each urinal utilized by the public or employees shall occupy a separate area with walls or partitions to provide privacy. The walls or partitions shall begin at a height not more than 12 inches (305 mm) from and extend not less than 60 inches (1524 mm) above the finished floor surface. The walls or partitions shall extend from the wall surface at each side of the urinal not less than 18 inches (457 mm) or to a point not less than 6 inches (152 mm) beyond the outermost front lip of the urinal measured from the finished backwall surface, whichever is greater.
Exceptions:
  1. Urinal partitions shall not be required in a single-occupant or family or assisted-use toilet room with a lockable door.
  2. Toilet rooms located in child day care facilities and containing two or more urinals shall be permitted to have one urinal without partitions.
 
There's nothing in the code to prevent you from putting stall partitions around the shower as long as you have adequate space for accessibility inside.

But nothing on Showers, which was the question.
 
Isn't it assummed that one removes their clothes to shower but not to "eliminate"? Ganging assumes it is your choice to be exposed. Similar to Japanese baths or steam rooms.
 
Been at a lot of gang showers without privacy at gyms, highs schools, pools, camping areas where sexes are segregated and nudist resorts that don't. I know jails have them too. No problem.
 
Using a toilet is a basic necessity that typically has a urgent nature associated with it; whereas, showering is typically a non-urgent task. Everyone should have the ability to use a toilet; a shower is a nice luxury to have, but if you have a privacy concern, wait until you get home.
