Procedure for acceptance of approved fabricators

We are getting our building department accreditation. One of the documents we need is a procedure for acceptance of approved fabricators.
Does anyone out there have anything like this?
 
You can solve the problem by adopting a policy of not approving fabricators.

The underlying assumption is that if you have a fabricator that can show that they can do a good job that they will do a good job. This is not justified. People will push the limits and over time quality will degrade as a result of pressure to do things quicker and cheaper.

Having documentation that the contractor has followed QC procedures can be meaningful or it can be a CYA sham.
