Projections at fire walls

Does section 706.5.2 apply to deck construction when the deck does not cross over the fire wall extended? Townhouse with staggered rear facades have decks 10" deep. The decks sit in an inside corner created by the rear façade of the unit in question and the two foot firewall of the staggered adjacent unit.
This staggered unit is approximately 2-3 feet in depth leaving 6-7 feet of deck at the interior lot line, unprotected. There is no projection in the immediate vicinity (8.5 Feet) of the deck in question.

Code is 2012 IBC as is stacked dwelling unit and NOT IRC. Construction is VB and use is R-2.
 
The term "deck" is usually associated with ground level and for a deck at ground level 706.5.2 is not applicable. Same as a stoop.

If this deck or stoop was covered by a projection 706.5.2 would be applicable for the covering...706.5.2 would also be applicable to all decks on a story above ground level.
