Protection From Physical Damage. The Most Subjective Part of the NEC

Codes such as this one leave the determination of what is subject to physical damage. Where do you draw the line? What do you consider subject to physical damage that other inspectors or contractors may not?

225.20 Protection Against Physical Damage.
Conductors instal⁠led on buildings, structures, or poles shall be protected against physical damage as provided for services in 230.50.

What about schedule 40 PVC coming up into the service disconnect in a 3' wide bed of mulch that surrounds the house?
 
Just ran a 100' of UF fir a post light. Ran it to porch pier, a 6x6. protected it from 24" below grade up onto back (under porch) side of pier. Generally it seems it has to be protected from below grade to 8' aff but inspector was fine with me running it just stapled to porch joists back to house. But very subjective decision.
