708.3 exception #2 allows the rating to be reduced to 1/2HR if the building is fully sprinklered per 903.3.1.1.

In an I-1 assisted living project with 1/2 HR walls separating sleeping rooms, are dampers required in mechanical ducts penetrating the walls?

So each duct penetration will require a 1.5 HR rated Damper per table 716.3.1 in the 1/2 HR wall?

Would an I-1 sprinklered building not qualify for exception #1 to 716.5.4?
Yes to both and exception #1 qualifies. I overlooked that you were asking specifically about duct penetrations; not openings.

Grille terminations (duct openings) require fire dampers; exception #3 can terminate in a non-rated wall provided the duct is not more than 100 sq. in.
