Protective Panel Under Lavatory Counter

I believe that a protective panel is required underneath the lavatory of a commercial restroom, but which code governs this issue? I know it must meet the ADA knee and toe clearances under the sink, but I need to find the specific requirements for the panel itself. Or is it not necessarily a panel, since I've also seen the pipes wrapped with a foam-type covering? In any case, just need to find which code and section speaks to these requirements.
 
A117.1-2009 - 606.6 Exposed Pipes and Surfaces. Water supply and drainpipes under lavatories and sinks shall be insulated or otherwise configured to protect against contact. There shall be no sharp or abrasive surfaces under lavatories and sinks.
