Public Restroom Mechanical Ventilation (Exhaust)

IMC 2021, Table 403.3.1.1, Footnotes e and g: 50 cfm per fixture if continuous, 70 cfm per fixture if intermittent.

(2+2) x 50 = 200 cfm continuous

(2+2) x 70 = 280 cfm intermittent

What I often see is a supply air register in a toilet room that runs continuous, pushing in more cfm than the intermittent (switched) exhaust fan. This leads to a positive pressure in the toilet room, which pushes air from the toilet room out into the surrounding space, from where it gets recirculated. And recirculation of air from public toilet rooms is prohibited (footnote g).
