PV structures in parking lots

Hello Forum,
What occupancy group would you call solar panel structures installed in grade level parking lots as far as their occupancy group? I have a set of plans where the designer is calling them S-2, however are these structures really considered part of a parking structure building? It seems that U may be a better choice since the PV panels are really just mounted on a frame, and the panels do not make a waterproof 'roof'. Any thoughts or comments on how you have been looking at these for occupancy group, allowable area, etc.?

Probably could make an argument either way... In reality I don't think it would matter too much what you call it.
