R-2 Handrails

Hello,

I know that IBC exempts R-2 handrails inside a dwelling unit from having rails on both sides of the stair. How does NFPA play into this? It requires handrails on both sides. Since R-2 occupancy must comply with both IBC & NFPA, I'm not sure how people are getting around both handrails on the staircase.

Ditto to MT, no NFPA enforcement here.

Thanks the welcome and clarity! This is in Texas so I'll check promptly. So NFPA isn't adopted for only R-2?
 
I believe NFPA 101 isn't adopted in Texas. I'm amazed by this but it's not listed in the municipalities adopted codes.
