R-values for old metal building

Renovating a 50's era metal warehouse in Inglewood, CA

Need minimum R values for walls and underside of roof. Building has gravity vents and skylights, no AC, use for dry storage of palitized foodstuffs?.

Maximum reflectance allowed for metal roof near LAX flight path or color?
 
Area zoned M-1, allows C-2 uses; no heat except in office area.
Also, this is a zero lot line zone. What is the minimum exterior wall fire rating required, if any?
If adjacent to another M-1 Bldg.?
As presently constructed (1950) it is a non-combustable steel building with sprinklers in part of it.
