R2 2-story with elevator - Type A

If you have a 2-story R2 with an elevator, do all your Type A units (the 2%) need to be on Level 1?
Or does the elevator make Level 2 an option?

Considering the amount of time I've spent in IBC 2022, ANSI A117.1 and FHA, you'd think I would have found the answer by now.
 
The Type A units can be located on any accessible story. The only requirement is that the Type A units be distributed among the various classes of units provided. For example, if the project is required to have two Type A units and the project provides one- and two-bedroom units, then one Type A unit must be a one-bedroom and the other a two-bedroom.

Are the "classes of units" based solely on the number of bedrooms, or should they be divided based on spaces/amenities within the units? I ask because there is a project with only 1 and 2 bedroom units, but some of the "2-bedroom units" also have a "den" as a separate room (and an additional ~40% floor area). Would these 2-bedroom plus den units be a separate class of unit from the 2-bedrom without den units?

From everything I've read those units with dens would be a separate class and would Req a proportional number of accessible units also. Otherwise you would be denying those with accessibility issues access to larger units. Bedrooms alone are not the only determining factor.
