radiant heat manifold located under the electrical panel

Any comments on a radiant heat manifold and access panel located inside the stud bay that located directly below under (near the floor level) and in the same stud bays as and electrical panel (single phase 100 amp)?
The project is in small tenant space of a multi unit mall type building.
 
I would not worry about it if it were recessed under the panel.....If it were actually behind the panel it would Shirley be compliant....If it sticks out into the working clearance or dedicated equipment space it is a violation...
 
It sounds as though it isn’t in the working space at all. It is odd that something that is associated with the electrical equipment can encroach on the working space up to 6” but a fire extinguisher would be a violation.
 
Depending on how often it runs it sounds like an accident waiting to happen. Heat ( +) insulation don't agree over time.
