Rafter span reduction?

I just noticed that they changed the tables that allow raised rafter ties after 2003.....2006 reads as below which seems to limit to the old rule of thumb of 1/3 up with a 0.67 reduction in span....

I imagine it calls for a structural ridge beyond the table where as the 2003 said 2/3 or greater was just a 50% reduction.....(which I was never comfortable with)
