rail encroachment on accessible landing

Stair width is allowed some encroachment by required handrails.

Where accessibility requires a 60"X60" landing because it contains a turn, can the required handrail (because it has a dropoff) encroach on the 60 inch square?
 
304.3.1 Circular Space.

The turning space shall be a circular space with a 60-inch (1525 mm) minimum diameter. The turning space shall be permitted to include knee and toe clearance complying with Section 306.

I would say yes

Did you see Section 1007.3 in the `06 IBC?

1007.3 Exit stairways.

In order to be considered part of an accessible means of egress, an exit stairway shall have a clear

width of 48 inches (1219 mm) minimum between handrails and shall either incorporate an area of

refuge within an enlarged floor-level landing, or shall be accessed from either an area of refuge

complying with :Next('./icod_ibc_2006f2_10_sec007_par007.htm')'>Section 1007.6 or a horizontal exit.

Exceptions:

1. Unenclosed exit stairways as permitted by :Next('./icod_ibc_2006f2_10_sec020.htm')'>Section 1020.1 are permitted to be considered

part of an accessible means of egress.

2. The area of refuge is not required at unenclosed exit stairways as permitted by :Next('./icod_ibc_2006f2_10_sec020.htm')'>Section 1020.1

in buildings or facilities that are equipped throughout with an automatic sprinkler system

installed in accordance with :Next('./icod_ibc_2006f2_9_sec003_par039.htm')'>Section 903.3.1.1.

3. The clear width of 48 inches (1219 mm) between handrails is not required at exit stairways in

buildings or facilities equipped throughout with an automatic sprinkler system installed in

accordance with :Next('./icod_ibc_2006f2_9_sec003_par039.htm')'>Section 903.3.1.1 or :Next('./icod_ibc_2006f2_9_sec003_par041.htm')'>903.3.1.2.

4. The clear width of 48 inches (1219 mm) between handrails is not required for exit stairways

accessed from a horizontal exit.

5. Areas of refuge are not required at exit stairways serving open parking garages.

Also, from ANSI/A117.1, 2003 Edition, Section 405.7.2 - Width. "Clear width of landings shall be

at least as wide as the widest ramp run leading to the landing."
