I am replacing a poured concrete stair to eliminate tripping hazards/spalls. The existing stair has 3 risers, each about 6" high, and there is sloped grass on both sides of the stair. The new stair will be replaced identical to the existing. Will the new "replaced" stair require handrails? The site is an apartment complex and the stair connects the public sidewalk with a concrete stoop that leads to one apartment unit only. It is not ADA. Pennsylvania, R-2 Use, 2009 codes. Since the building is an R-2 regulated by the IBC and you are REPLACING the stairs, I would say yes, handrails (with extensions)both sides.

I agree, new work and R-2 kicks it to IBC, and handrails required on both sides.

Apparently he's replacing existing stair connected to a public walk that currently does not have handrails. Can't he put it back like it was?
Would this replacement be an alteration under an existing building code section?
Wonder if this is a required set of stairs like oldreds predicament.

The key is replacement vrs repair.
This is especially true if the 3 riser flight serves as the MOE for the exit from the residence.
It is an R-2 thus everything within the MOE with 3 risers requires handrails with extensions.
